After supporting a US request to postpone the decision, Burundi did not take part in the final vote that kept Volker T\u00fcrk at the head of the Office of the United Nations High Commissioner for Human Rights until 2030. This non-participation comes against the backdrop of a long-standing breakdown in relations between Gitega and UN human rights mechanisms, which Burundian authorities regularly accuse of being politicized. <\/strong>(Le Mandat)<\/strong><\/p>\n

Meeting at United Nations Headquarters in New York on July 24, 2026, the General Assembly confirmed Austrian diplomat Volker T\u00fcrk for a second four-year term as United Nations High Commissioner for Human Rights.<\/p>\n

The proposal submitted by Secretary-General Ant\u00f3nio Guterres received 144 votes in favour, 10 against and 13 abstentions. T\u00fcrk\u2019s new term will begin on October 12, 2026, and end on October 11, 2030. The rules governing the position allow for only one renewal of the same duration as the first term.<\/p>\n

What might have been a routine institutional formality instead turned into a diplomatic confrontation. The timing of the decision, T\u00fcrk\u2019s record and the freedom of action of the next UN Secretary-General sharply divided Member States.<\/p>\n

Burundi supports a postponement, then does not vote<\/strong><\/p>\n

Before the renewal of Volker T\u00fcrk\u2019s mandate was considered, the United States asked for the decision to be postponed by one week, arguing that delegations had not been given enough time to consult their governments.<\/p>\n

Washington also pointed out that the High Commissioner\u2019s current term would not expire until October and maintained that, in its view, there was no urgency justifying such a rapid vote.<\/p>\n

Russia and Argentina backed the request for more time. The European Union, represented by Ireland, opposed it and called on the General Assembly to proceed immediately.<\/p>\n

Burundi, for its part, supported the US motion. It was nevertheless rejected by 63 votes to 27, with 47 abstentions.<\/p>\n

The General Assembly therefore moved forward with the appointment. But when Member States were called upon to vote on Volker T\u00fcrk\u2019s second term, Burundi did not take part. It was listed neither among the 144 countries in favour, nor among the 10 opposed, nor among the 13 abstaining.<\/p>\n

A long-standing rupture with UN mechanisms<\/strong><\/p>\n

Burundi\u2019s position comes amid deeply strained relations with international mechanisms responsible for monitoring the human rights situation in the country.<\/p>\n

In December 2018, the Burundian government demanded the closure of the Office of the High Commissioner for Human Rights in Burundi. The office ended its activities on February 28, 2019, after twenty-three years of presence in the country.<\/p>\n

The rupture did not end there. The Commission of Inquiry on Burundi, established by the Human Rights Council in 2016, was never granted access to the country. Its investigators had to work remotely, gathering information from victims, witnesses and other sources based in Burundi and abroad. Its mandate ended in 2021.<\/p>\n

The Human Rights Council then created the mandate of the Special Rapporteur on the situation of human rights in Burundi<\/a>. Tasked with monitoring developments and making recommendations, the mandate holder has likewise never been authorized to carry out an official visit to the country<\/a>. The Council has nevertheless continued to call on the Burundian government to grant unhindered access.<\/p>\n

Burundian authorities have made no secret of their hostility toward these mechanisms. In several statements, they have described the Human Rights Council as politicized<\/a> and denounced what they consider to be a selective application of human rights standards against certain States.<\/p>\n

An important distinction must nevertheless be made. The Commission of Inquiry and the Special Rapporteur were established by the Human Rights Council, an intergovernmental body composed of States. They were not personal initiatives of Volker T\u00fcrk, although the Office he leads provides them with technical and administrative support.<\/p>\n

These precedents do not prove that Burundi deliberately boycotted the July 24 vote. They do, however, give its non-participation particular political significance.<\/p>\n

Russia proposes only 81 days<\/strong><\/p>\n

After the US request for a postponement was rejected, Russia presented a competing proposal.<\/p>\n

Moscow wanted Volker T\u00fcrk to remain in office only until December 31, 2026, amounting to just 81 days rather than the four years recommended by Ant\u00f3nio Guterres.<\/p>\n

Russia argued that the next Secretary-General should be free to choose senior officials and define the UN\u2019s direction in the field of human rights. In its view, an appointment extending to 2030 would restrict the incoming head of the Organization before that person had even taken office.<\/p>\n

Russian Deputy Permanent Representative Dmitry Chumakov presented the proposal as a pragmatic compromise intended to ensure a smooth transition between Ant\u00f3nio Guterres and his successor.<\/p>\n

North Korea joined as a co-sponsor. The proposal was ultimately rejected by 71 votes to 19, with 52 abstentions.<\/p>\n

Opposition driven by different motives<\/strong><\/p>\n

The United States did not limit its criticism to the timetable. Its representative attacked Volker T\u00fcrk\u2019s record and warned that Washington could reconsider its engagement, participation and funding of the United Nations.<\/p>\n

The US delegation accused him of being particularly harsh toward the United States and Israel while, in its view, being less demanding of certain authoritarian governments.<\/p>\n

Israel also opposed his continuation as High Commissioner. Its representative denounced what she described as a lack of professionalism, neutrality and impartiality within the Office.<\/p>\n

Russia, for its part, accused Volker T\u00fcrk and his Office of advancing Western geopolitical interests under the guise of protecting human rights. It described his four-year renewal as a new \u201capple of discord\u201d brought before the General Assembly by Ant\u00f3nio Guterres.<\/p>\n

The debate therefore blurred traditional diplomatic divisions. The United States and Israel found themselves contesting the appointment alongside Russia and North Korea, without forming a genuinely unified bloc. Some directly challenged T\u00fcrk\u2019s record, while others focused on the politicization of the system or the powers of the next Secretary-General.<\/p>\n

The European Union defends a full term<\/strong><\/p>\n

Faced with this opposition, the European Union rejected any extension limited to a few weeks.<\/p>\n

Ireland, speaking on behalf of the EU and its Member States, summarized the EU position in a direct phrase: \u201cFour years, not 81 days.\u201d<\/p>\n

The European Union argued that such a short extension would weaken the continuity of the Office and distort the institutional framework established for the position.<\/p>\n

France also expressed full support for Volker T\u00fcrk. Its representative praised his rigour and impartiality, describing him as a \u201cvoice of conscience placing States face to face with reality and their responsibilities.\u201d Paris announced that it would vote against the Russian proposal and support a full four-year mandate.<\/p>\n

Mexico and Uruguay also defended continuity at the head of the Office. Mexico highlighted T\u00fcrk\u2019s openness to dialogue and technical cooperation. Uruguay acknowledged that his observations could sometimes make governments uncomfortable, while arguing that this independence was precisely an essential part of his role.<\/p>\n

A broad victory, but a notable Burundian silence<\/strong><\/p>\n

With 144 votes in favour, Volker T\u00fcrk secured a very large majority to continue his work until October 2030.<\/p>\n

The debate nevertheless exposed deep disagreements over the independence of the Office, the way it challenges governments and the influence that the next Secretary-General should have over the composition of the UN leadership team.<\/p>\n

Within this confrontation, Burundi followed a distinctive course: it supported the US request to postpone the decision, then did not take part in the decisive vote.<\/p>\n

No official explanation was provided, and the reasons for this non-participation therefore remain unknown. But it came after years of rupture with the UN human rights system: the closure of the High Commissioner\u2019s office in Burundi, the refusal to grant access to the Commission of Inquiry and later to the Special Rapporteur, and repeated accusations that the Human Rights Council is politicized.<\/p>\n

When the General Assembly asked Member States whether Volker T\u00fcrk should receive a second term, Burundi chose not to give him its vote.<\/p>\n
