With Burundian troops fighting alongside the Congolese army (FARDC) against the M23 and its allies, Burundi now faces growing vulnerability in its airspace as the effects of the conflict spill across its western border. (Le Mandat)<\/strong><\/p>\n<p><strong>A Kenya Airways aircraft loses its position over Bujumbura<\/strong><\/p>\n<p data-start=\"1060\" data-end=\"1242\">On 13 January 2026, a Kenya Airways Boeing 737 operating the Nairobi\u2013Bujumbura route and its return flight experienced serious disruptions to its satellite navigation system.<\/p>\n<p data-start=\"1244\" data-end=\"1684\">According to an incident report submitted by the airline&#8217;s Director of Safety, Quality and Environment to the Burundi Civil Aviation Authority, the aircraft encountered GPS interference both while approaching and departing Melchior Ndadaye International Airport in Bujumbura. Cockpit displays warned that GPS data could no longer be relied upon, forcing the flight crew to follow emergency procedures and notify air traffic control.<\/p>\n<p data-start=\"1686\" data-end=\"1947\">The report&#8217;s annexes include a photograph of the aircraft&#8217;s Flight Management System Control Display Unit (FMS CDU) taken during the incident. The display notably shows the message &#8220;Position uncertain&#8221; as the aircraft was preparing to land in Bujumbura.<\/p>\n<p data-start=\"1686\" data-end=\"1947\"><strong>Gitega alerts ICAO<\/strong><\/p>\n<p data-start=\"1976\" data-end=\"2176\">As similar incidents multiplied, the Burundi Civil Aviation Authority wrote to the Secretary General of the International Civil Aviation Organization (ICAO) in Montreal on 20 January 2026.<\/p>\n<p data-start=\"2178\" data-end=\"2547\">In its letter, the Authority states that since 19 October 2025, multiple cases of interference affecting aircraft navigation equipment have been recorded within Burundian airspace. According to Burundian authorities, the interference appears to originate from the territory of a neighbouring country and poses a threat to the safety of international civil aviation.<\/p>\n<p data-start=\"2549\" data-end=\"2770\">The letter includes the Kenya Airways incident report and requests both a technical investigation and measures to stop what the Authority describes as a deliberate threat to the safety of aircraft and the people on board.<\/p>\n<p data-start=\"2549\" data-end=\"2770\"><em><strong>Read also<\/strong><\/em>\u00a0<strong><a href=\"https:\/\/lemandat.org\/en\/2026\/07\/un-experts-report-red-tabara-and-fnl-redeployment-toward-burundis-border-revives-security-concerns\/\" target=\"_blank\" rel=\"noopener\">UN Experts\u2019 Report: RED-Tabara and FNL redeployment toward Burundi\u2019s border revives security concerns<\/a><\/strong><\/p>\n<p data-start=\"2772\" data-end=\"3085\">In her reply dated 30 January 2026, ICAO&#8217;s Regional Director for Eastern and Southern Africa said the organization shared the concerns raised by the Burundian authorities. She noted that ICAO has been monitoring the growing use of GNSS radio-frequency jamming and spoofing around the world for many years.<\/p>\n<p data-start=\"3087\" data-end=\"3607\">She stressed, however, that ICAO itself is not mandated to conduct the requested technical investigation, as cross-border interference cases fall under a separate mechanism established with the International Telecommunication Union (ITU). Nevertheless, the organization commended the Burundian authorities for promptly issuing a Notice to Airmen (NOTAM) and emphasized that States should also maintain alternative navigation capabilities and operational procedures to ensure the safe management of GNSS failures.<\/p>\n<p data-start=\"3087\" data-end=\"3607\"><strong>Phones that think they&#8217;re in the DRC<\/strong><\/p>\n<p data-start=\"3654\" data-end=\"3702\">The interference does not affect aircraft alone. The UN experts report witnessing the phenomenon firsthand during a mission to Bujumbura. Although they were physically present in Burundi&#8217;s economic capital, several of their mobile phones displayed their location as Sange, in South Kivu Province of the Democratic Republic of the Congo, across Lake Tanganyika.<\/p>\n<p data-start=\"4025\" data-end=\"4233\">According to the experts, the anomaly was observed simultaneously on multiple devices and was assessed as being consistent with GNSS jamming or spoofing affecting satellite-navigation signals in the area.<\/p>\n<p data-start=\"4025\" data-end=\"4233\"><strong>A Dutch commercial flight also affected<\/strong><\/p>\n<p data-start=\"4283\" data-end=\"4370\">The experts also cite KLM Flight KL537, operating between Amsterdam and Kigali.<\/p>\n<p data-start=\"4372\" data-end=\"4623\">Flight data obtained through Flightradar24 revealed a significant discrepancy between the aircraft&#8217;s barometric altitude (38,975 feet) and its GPS-derived altitude (35,850 feet) while transiting the airspace between eastern DRC and Rwanda.<\/p>\n<p data-start=\"4625\" data-end=\"4786\">According to the report, such a discrepancy is consistent with satellite-navigation interference affecting positional data received by aircraft tracking systems.<\/p>\n<p data-start=\"4625\" data-end=\"4786\"><strong>A pattern already documented by UN Experts<\/strong><\/p>\n<p data-start=\"4839\" data-end=\"4897\">According to the report, these incidents are not isolated. In an earlier report on the conflict in eastern DRC, the UN Group of Experts had already documented multiple GPS jamming and spoofing operations carried out between late May and early August 2024.<\/p>\n<p data-start=\"5101\" data-end=\"5569\">The report stated that the interference affected United Nations flights, humanitarian flights, commercial aircraft and surveillance drones operating near areas controlled by the March 23 Movement (M23) and the Rwanda Defence Force (RDF). The experts reported that two jamming systems had been located on Rwandan territory, while a third was discovered in Kanyabayonga, North Kivu, shortly after the area came under the control of the M23-RDF coalition.<\/p>\n<p data-start=\"5571\" data-end=\"5884\">The same report also documented the crash of a MONUSCO drone on 29 October 2024 after its GPS signal was jammed while flying over an active combat zone.
